We are faced with a national scenario of disadvantaged communities, not only in the interior of the Republic, but also on the metropolitan outskirts of Greater Asunción; whose ethnocultural components, different from the social homogenization of the capital, as well as the implication of cultural factors affecting the female population, largely mark the situation of vulnerability and social risk of exclusion from the development opportunities of the current system. Existing social inequalities shape spaces for differentiated social development, while at the same time feeding into each other, making it necessary to have territorial development that takes into account the actions of these social groups and their forms of cultural relations.
